The "community publishing platforms" page appears to be about websites that can be used for publishing content.
Discord is a chat service, that does happen to also have a web interface. Read access to anything in Fedora Linux Discord (or any Discord) requires creating a Discord app account, agreeing to the Discord app's Terms of Service, and agreeing to the Fedora Linux Discord's rules. It's effectively a more restricted Matrix-like chat service with a different featureset than Matrix.
It is definitely not something I think could reasonably be described as a "publishing platform". Yes, content can be sent via Discord, but the Fedora Linux Discord is all chat discussions.
I believe https://discord.gg/fedora should be removed from council/policy/community-publishing-platforms/.
Please file this is a a Fedora Council ticket if you want to propose a policy change.
