I was working on my bio and noticed that all of the xref's in the Council docs page seem to be broken:

https://docs.fedoraproject.org/en-US/council/members/

I have compared this to other Fedora Docs sites I've written xref's for and it was written the same way. I think we need @pbokoc to help debug this one since this repo is one of the few docs repos with multiple modules.
