Instead of using a URL, let's make it use an xref so that it's a little more future-proof (and also preserves language settings). LMK if you're not sure how to do that.

Looks good. The reason you can't test locally is because the local build doesn't know how to find the mindshare-committee module. If you grab the docs-fp-o repo and update the council-docs URL and branch to match your PR, you can build the full site and the xref will work. It's a little bit annoying, I know.

But it looks good to me, so I'll go ahead and merge!
