#171 Initiatives: Convert "Objectives" to "Community Initiatives"

This commit follows in-person discussion by the Fedora Council in our
2023 Council hackfest in Frankfurt, Germany. We agreed to convert
"Objectives" into "Community Initiatives", which we agreed was easier to
understand and communicate the roles of these efforts in the project.

There is no functional change to Objectives. It is just a cosmetic
change, and we will follow this change with more communications about
the transition to bring more excitement into Initiatives.

The URL formatting needs to be looked into but for now, let's just change the link name from "Objectives" to "Community Initiative".

People might still be referring to the (now called) "Community Initiative" as (still) "objectives".

We agreed in the Fedora Council 2023 face-to-face hackfest that this change to the charter is approved. As a note, this is a semantic change that does not change the function of Objectives/Community Initiatives, but better reflects the purpose and intent of what these efforts mean. As such, it was not eligible for the policy change proposal.

I asked @mattdm for help in writing a brief CommBlog update to explain the rationale for this change and how the community should interpret this for proposing future Community Initiatives.
