Fedora-Council/ jflory7/council-docs change/code-of-conduct-module  into  main

This commit migrates all content related to the Fedora Code of Conduct into a new Antora module. This segments it off from the rest of the Fedora Project docs and also sets up in the future to have reviewer groups on Forgejo that are automatically tagged for review on specific Antora modules.

It also provides improved discoverability of the Fedora CoC source material. I used Antora page aliases to handle redirects from the previous URL paths.

I should note that this commit makes no actual changes to the Fedora CoC, and only migrates the content into a separate Antora module. Therefore, I will go ahead and merge this after a few days if there are no objections.

It is approaching the end of the day on Monday… since there are no objections and there are no content changes being made, I am going to go ahead and merge this.

Begin the new era of multiple Antora modules to break up our docs into more logical, segmented blocks instead of one giant catch-all module.
