The intent is to be able to augment or overwrite main INI file configuration with files dropped in a directory or list of directories. For example ability to drop in additional domains (sort of #include functionality). It should be strictly enforced that configuration can be expanded and not overwritten unless the calling application is running in a specific mode of allowing overwrites.

Design is required.
