We need to either increase the image upload limit or permit people to upload receipts elsewhere.
Based on https://fedorahosted.org/fedora-apac/ticket/90, the current size isn't enough. Would be good to discuss this and solve the issue.
The infra team needs to do this. I'll file a ticket with them.

I'll try to get in touch with them. If they're not active with trac related work, we'll have to request infra to add more admins.
Kevin's added Tuan and me as trac admins. I've increased the attachment size limit to 2097152Bytes (2MB). I hope this is sufficient. If not, people will just have to upload elsewhere and provide links.
