The IOT image works, at least it boots till login shell.
What do you mean by broken? Do you mean writing out images or something else?

With the IOT image everything is fine. But I didn't quite understand how to use the IOT image :-), so I try to get Fedora Server working, cause Raspbian is a mess. I thought, this issue might help someone with the same problem.
I suspect it's because of the use of xfs by server. I suggest using the minimal image:
