Just wondering whether I should expect arm-image-installer to work correctly inside the toolbox on SilverBlue ?

That would be an issue with toolbox not arm-image-installer. I doubt it's ever been tested in toolbox
So you would need to pass the device through to toolbox, note sure how that works with toolbox containers but I'm sure they have docs for it.
