#236 container scratch build without a dist-git

Hi!
When I want to submit a new container for review in Fedora, I'd like to do a scratch build in Koji first and possibly link it in the review.

However, the only way to do a scratch build I found is using fedpkg and presumes I already have a dist-git for the container:

fedpkg container-build --scratch

Is there a way to do a scratch build without a dist-git? Similarly to how package scratch build can be run using:

koji build --scratch

We can not currently, absolutely need to. I'll add this to the TODO list. Will update later with a Taiga card in the Fedora RelEng Tools space for context and on-going work.
