This is a follow-up on https://pagure.io/atomic-wg/issue/282. Fedora AH is currently shipping only a subset of the locales compared to other editions (https://pagure.io/fedora-atomic/blob/179958d/f/fedora-atomic-host.json#_18). We need to determine (1) how valuable it is to our target audience to support arbitrary locales, and (2) the mechanism through such locales would be delivered.
