Please restrict this mirror to queries from the country Nigeria. 1) the country doesn't have any meaningful interconnections with any neighbouring countries. Such flow through Europe. 2) it is the most populous country in Africa. The local traffic is more than enough.

Like said in https://pagure.io/centos-infra/issue/968 we cant restrict any mirror and the mapping of nearest countries were fixed for Nigeria
There isnt much we can do, because its a public mirror and also theres a possibility of people pointing to your mirror directly.
So, we can remove your mirror from mirrorlist if you want, but according to centos status and centos mirror your mirror is up and running
About the error, I didnt understand the problem. Can you describe how you're doing the rsync and what is happening?

I dont think this is a rsync error and according to https://mirror-status.centos.org/ your mirror is ok. This message is showing because you're not using -q in your command.
