My rsync client server moved from linux88.fnal.gov to slamsync-gpvm01.fnal.gov. I suspect some acls or something need to be updated?

yes, it's not automatic, reason why there is a need to create a ticket for ACL change :)
I see that it's now a different ip, based on what you reported :
dig +short slamsync-gpvm01.fnal.gov 131.225.164.89
So that IP is now added in the ACL and you should be able to sync in the next minutes. Closing but feel free to reopen if that doesn't work and we'll have a look
