#1448 CentOS Stream 10 latest production compose has libbpf-devel which depends on kernel-headers from development compose

Using the signed CentOS Stream 10 mirror (https://mirror.stream.centos.org), if I try to install libbpf-devel, the installation fails with:

Problem: conflicting requests
  - nothing provides kernel-headers >= 6.9.0-0.rc6.4.test needed by libbpf-devel-2:1.4.0-2.el10.x86_64

If I use the development compose from https://composes.stream.centos.org, installation succeeds because there's a newer kernel-headers version there. What confuses me is how libbpf-devel made it into the signed mirror without the newer version of its dependency kernel-headers making it in there as well.
