Cloud SIG is about to start branching for OpenStack Caracal on CS9, so we'd like to requests the required tags for next release.

I miss inheritance on cloud9s-openstack-epoxy-testing and nfv9s-openvswitch-2-release, and from cloud9s-openstack-dalmatian-testing (this is only for bootstrap, we will ask for removal later).
