We used to have dedicated howto for how to become a public mirror, the process to be added, and other small things that isn't easy to find , as https://wiki.centos.org is now a read-only static website (content that was exported)
We just need to curate content and put it in website itself, so that it will be indexed and easy to find for people willing to either host a public (third-party) mirror , or just become a sponsor and donate servers/resources to the CentOS Project
