While cbs prod builders were migrated to el9 already, we still have our limited .stg. env on el8. We should just migrate to el9 so that we can try new features/upgrades on that small env before being able to deploy on cbs.centos.org (and so matching same platform)
That will permit also upgrading to 1.35 (see #1639)

While infra itself was provisioned, we encountered issue about missing deps in our infra tags for kojihub (kojid role is already tested and working)

https://cbs.stg.centos.org/koji/index is now migrated to el9, and all underlying components were tested. no missing dependencies for any plugin installed/configured there. our own centmgs plugin to send notification on mqtt bus was tested (functional test for a build, sending notification and being caught by signing process correctly)
