To resolve #1474, kernel builds were moved onto the images channel because the builders were mostly el8 except for the images channel (which runs a different environment to be compatible for hyperscale image builds).
Now that all the builders are el9 based, we should be able to drop this so that kernel builds can be more spread out in CBS.
That way we don't have kernel builds that take 15+ hours due to I/O contention issues like this one: https://cbs.centos.org/koji/buildinfo?buildID=60875

cbs hub policy adapted to let all hyperscale kernels to be built on all builders and not restricted only to the image channel. Can you just verify that it would work better and would also be distributed amongst other aarch64 builders and if so (even with a scratch build) close this ticket ?
