Using specific cloud/openstack options:
###
 BUILDROOT_DEFAULT="openstack-macros bash bzip2 coreutils cpio diffutils redhat-release findutils gawk gcc gcc-c++ grep gzip info make patch redhat-rpm-config rpm-build sed unzip util-linux-ng git which buildsys-tools xz"
 COMMON_INHERITANCE=false
 HA_REPO_ENABLED=true

Should be working and also added inheritance :

Groups: build, srpm-build
Tag options:
  mock.new_chroot : 1

This tag is a buildroot for one or more targets
Current repo: repo#638966: 2021-01-28 09:45:33.082269

Thank you again @arrfab , I spotted a nitpick below:

Inheritance:
  0    .... cloud8s-openstack-train-testing [2232]

should be cloud8s-openstack-ussuri-testing

should be fixed for both, sorry , that's what happens when you do that while following a remote meeting :-)

No worries, thanks for your time ;-)
