#321 Set %centos_hs macro for Hyperscale SIG tags

I've encountered a case where I'm backporting from Fedora to Hyperscale SIG with a spec file that has CentOS conditionals already, and I want to have a %centos_hs macro that I can use to override that behavior selectively without doing too much to modify the package spec.

This is similar to #211 in that I need a new rpm macro defined in the build tags for Hyperscale SIG.

Please set it as such:

$ koji edit-tag hyperscale8s-packages-main-el8-build -x rpm.macro.centos_hs='1'
$ koji edit-tag hyperscale8s-packages-experimental-el8-build -x rpm.macro.centos_hs='1'
$ koji edit-tag hyperscale8s-packages-facebook-el8-build -x rpm.macro.centos_hs='1'
