#342 Spike: Investigate Openshift Container Storage for use on CentOS CI clusters

The Openshift Container Storage system could be deployed on the CentOS CI ocp4 clusters. It can be configured to use the local storage PVs from the local storage operator already deployed. This may provide a more permanent solution to issues such as #159 and we maybe able to provide a more stable persistent storage to tenants via this service without extra hardware etc.

Idea would be to deploy this to the staging cluster, figure out the basics of installation and management of the solution, if it works then deploy it to production.
