kmods8-packages-main-el8-build: epel8 kmods8s-packages-main-el8s-build: epel8 and epel8-next kmods9s-packages-main-el9s-build: epel9 and epel9-next

the first two tags are done, but we are just now importing epel9 into CBS it will take a while.
Both are available now internally for cbs builders and available in tag
