Howdy Team,
I've been monitoring our mirror with increasing concern that the centos-stream module has been progressively growing in size. Six months ago the repo was 670GB, but now takes more than 1TB, where /centos/ for 7 and stream8 has not grown remarkably in size.
Is this expected behavior that the /centos-stream/ module is continually increasing in size? Is this due a lack of a archival or vault process? Is such a process to start cleaning up the repo in the works, or should I start planning to remove /centos-stream/ from my more storage-constrained mirrors?

this is not issue related to centos-infrastructure. You should report this on CentOS Stream Bugzilla tracker

Just a small note (even if it's true it should be reported to upstream Bugzilla) : ourselves (centos infra) are suffering from that as Stream 9 contains everything for multiple architectures, including src.rpm and debuginfo packages. If you want to exclude some, there are other defined rsync targets/modules that would let you exclude src or debuginfo pkgs : https://wiki.centos.org/HowTos/CreatePublicMirrors#CentOS_Stream_9
