I'm not sure how you bootstrap the first release. Maybe retagging quay.io/centos/centos:stream10 ?

The bootstrap container is made with https://pagure.io/centos-sig-hyperscale/containers-releng/blob/main/f/make-hyperscale-container.sh

someone with quay access will need to do that then?
