Recent tag name is 0.79.17, while previously all tags were in certmonger-%version format.
Is it a new tag's naming convention?

Yes. The auto-generated tarballs will be more usable because it will no longer contain the directory certmonger-certmonger-VERSION.

I've been meaning to do this for a few releases but muscle memory.

Is this a problem?

No, it's not. Just a question to make sure you changed it intentionally.
