#68 image-tester: audit failing tests and fix issues

Consider the results from https://fedoratestresults.z5.web.core.windows.net/Fedora-eln-20251110.n.3/aarch64/index.html

Failed tests are either problems in the Fedora image, problems with LISA, or potentially flaky tests. We should fix any issues with the images themselves (at a glance, there's at least one DHCP-related config issue we've got) and then either fix the LISA tests or mark them as not applicable to Fedora so they're skipped.

We should also audit the existing skipped tests in case any do apply to Fedora.
