GCP prefers that we use their agent and there are efforts to make that happen:

Should we try to support both cloud-init and the agent at the same time or should we just go all in on using the GCP agent? Supporting both will require work on our end to make sure they don't conflict.

This issue has been resolved by saying we aren't supporting cloud-init in GCP anymore...
