Converted the raw image to vhd using:

qemu-img convert -f raw -O vpc -o subformat=fixed,force_size Fedora-Cloud-Base-34-1.2.x86_64.raw Fedora-Cloud-Base-34-1.2.x86_64.vhd

Uploaded it to azure storage and then create an image from it. Create a gen2 (uefi) instance from that image, but then get this when booting:

Booting on Azure will only work with F35+ images.
