Issue #354: Add New AWS Region ap-southeast-3 to the fedimg ami registrations - cloud-sig

This requires two tickets - one for opting into the ap-southeast-3 region and another for adding support to fedimg. The Fedimg PR is submitted.

This looks to be done, F42 has a launch option for Asia Pacific (Jakarta) ami-0b6f7e9017780879d which appears to be ap-southeast-3
