#127 Reorder repos in repo file

Move BaseOS to the beginning of the repo file.

@hlin @lsedlar please help to review.

Rather than hardcoding the order in the file, I would prefer changing the calling of this code. The compose-write-repo-file already supports --variant option. The job calling this script could do so once to write only BaseOS, then another call with remaining variants to append to the same file.
