We need the banners for Fedora 19!

this is the ticket for the general f19 banner.

for reference here is the ticket tracking the development of the f18 one: ​​https://fedorahosted.org/design-team/ticket/248

here are the two elements that are needed to update the banner for f19.

you will also need to update the css of the background-color to be #012643. https://fedorahosted.org/design-team/ticket/248 has an example of how we did this in the past.
