#742 Addind the adoc format of the Logo Usage Guidelines

I've created a version of the LogoUsageGuidelines in asciidoc format. My recommendation is to create a new repo only for docs, but this is a good starting point.

The imagery is missing because it needs to be hosted somewhere but I didn't want to use the wiki links/storage. When this docs got move to a proper repository I can upload the images and then link them

I've lost the file, but I can recover it quickly. I will create another PR, but pointing to https://docs.fedoraproject.org/en-US/project/brand/
