we can do either
flatpak remote-add --if-not-exists cosmic https://apt.pop-os.org/cosmic/cosmic.flatpakrepo
or include the file like popos does, for an "offline" solution: https://github.com/pop-os/default-settings.

Note that packages adding external repos isn't something that it's allowed in general, unless you get approval for it.
Do you know if the ability to add the repo through a button is allowed? For example, KDE discover has a button to "add flathub". If COSMIC were to introduce a button to allow the user to add the COSMIC flatpak repository, would that be an acceptable solution?
Yes, that's what I was referring to with "unless you get approval for it" (in this case, from FESCo). Both KDE Plasma and Workstation do something very similar here (i.e. enable some third-party repositories) upon user request - but they cannot be enabled by default.
