This one feels a little soft, but I think it's reasonable to accept Neal's interpretation here.
@ngompa I'm sorry, I don't understand why this should be a blocker. The greeter opens on just one monitor, but you can still interact with it, right? So what's the problem? GDM also opens on just one monitor, and we don't consider it wrong. I'm not opposing the fact that showing the greeter on all monitors is better, sure, but how does just a single view of the greeter prevent you from logging in or restarting the system? Please explain, thank you. Or anyone else who voted +1, I just don't understand it.

GDM's behavior is deterministic, SDDM's is not. Also, it's not a black screen on secondary displays in GDM. SDDM's current behavior makes it look like it's broken and failed to start up properly (like a whole bunch of other bugs we've had in the past).
@kparal I'd say the difference here would be that other displays in gdm aren't black/screen off as they're in sddm? But whatevs, this can go in as a FE.

Well if it showed the greeter on a closed laptop screen, I can understand, but if we're talking about 2 screens you're looking at, I don't see that as a blocker, just because one is black and not gray as with Gnome. But FE for sure:
That being said, I tested dual display with libvirt and I can't make (fully-updated) KDE initialize the second display at all, not just in greeter. I might be doing something wrong, but it works fine with Gnome.
The UX is really affected by this, a blocker in my opinion.

Assuming everyone who voted +1 blocker is also +1 FE, we clearly have the votes for FE. I agree with @kparal that this really isn't severe enough to be a blocker, especially for beta.
