I'll wait for @zbyszek's reply in the bugzilla. In general, if we cared about package versions in stable vs development, we wouldn't be doing anything else, because development is now frozen while stable is not, so the package versions get mixed up all the time. There is also a simple workaround to enabling updates-testing repo while doing the upgrade. I believe we should only care about issues where it really does break either the upgrade process or some program/app.
