It's ugly, and you could argue it violates the keyboard layout criteria. But is has apparently already shipped, upstream doesn't appear too perturbed, and no fix seems pending.
All in all, I wouldn't block release on it (though I don't feel good about it).

Cannot reproduce this bug on Fedora-KDE-Live-x86_64-39-20230822.n.0.iso decimal separator working as expected. System Locale: LANG=pt_BR.UTF-8 VC Keymap: br X11 Layout: br
We don't have a criterion for this, and it doesn't sound like a blocker material to me. You can press the regular comma or dot on your keyboard (in the main area, not keypad) to work around the problem.

The decision to classify this bug as a "RejectedBlocker (Final)" was made as, while we agree this is an annoying bug that should be fixed, it doesn't really violate any release criterion, can be worked around by using the other key, and has already been the case for a while.
