NeoChat doesn't seem to be preinstalled on F39 KDE. And since updates-testing is enabled by default, you'll automatically get the latest (working) version when installing it from Fedora repos. I don't see a reason to break the freeze here.

Discussed during the 2023-09-04 blocker review meeting [1]:
as neochat is not preinstalled in any image we know of, there doesn't seem to be any reason to give this an FE, it is fine being a regular update.
