A quick example: BetaBlocker +1 (where the tracker name is one of BetaBlocker/FinalBlocker/BetaFE/FinalFE/0Day/PreviousRelease and the vote is one of +1/0/-1)

I feel that from a QE standpoint, this is more like an RFE, and not a blocker:

  • Should the change itself went through another/revised change proposal? Sure.
  • Can this be a problem for various groups of users? Sure.

But I'd interpret the criterions as intended vs as written, and

Remove a planned storage volume from the planned layout

If there isn't a planned layout, it doesn't apply.
