Background Logo is an important part of the Fedora Workstation branding. It needs to be updated to work with GNOME 46.
AFAICS there is no release criterion that covers this. If Workstation team considers it important enough, we should add one, but I don't think there is one. The closest criterion is https://fedoraproject.org/wiki/Fedora_40_Final_Release_Criteria#Artwork - "The proposed final Fedora artwork must be included and used as the background on release-blocking desktops. All Fedora artwork visible in critical path actions on release-blocking desktops must be consistent with the proposed final theme" - but that is specifically about the background itself, not a logo superimposed on it, and it's a Final criterion, not Beta.

The decision to delay the classification of this as a blocker bug and accept it as an "AcceptedFreezeException (Beta)" was made as the vote for blocker status is split, +4 / -4 at present, with no criterion cited. There is a clear consensus for FE status, however.
