I guess the rationale here is that uv is actually an installer that may get used right after a fresh Fedora install... before uv itself gets updated via a general system update? I suppose if the new version offers a significant enhancement it may be justified. I don't know which way to vote on this one.
@churchyard could you give us more justification than just that you'd "like to have" it?
This is on the Python Classroom Lab. As such, I imagine used from the live media without dnf updating anything.
OTOH, very little Fedora content depends on it, so the risk of breaking something with the upgrade is minimal.
The 0.4.x series "added first-class support for Python projects that are not designed as Python packages" which is pretty important.

This is accepted as it's a feature of a spin that's expected to be used live (without updates) and the risk to anything else is small.
