I'm sorry, I don't think we can block on this. After reading it, my assumption is that the update notification is still present, just moved into a notification menu (the bell icon). If that is correct (I'm trying to verify, but so far I had no luck in making KDE pop up the notification at all), the release criterion is satisfied. The users were notified, and even if they weren't looking at the display, they can still find it later, after expanding the notification menu.

We can't dictate the UI choice of the desktop (even if it isn't a choice, but an unintended bug). The desktop might decide that a dedicated button might be shown for CVE updates only, for example, and hide the general updates into a menu. That's a valid design decision, and we can't say (and our release criteria don't say) "the update icon must be always visible".

The testcase was outdated, Neal helped me to find the right command, I'll update our testcases.
