It would be best to verify this with a plain 1080p display (because https://bugzilla.redhat.com/show_bug.cgi?id=2250996#c8 was done in an special mode on 4k display). But since this affects even 1440p 60hz monitors, and assuming it's not related to some particular brand or specific type of displays, I would say that it affects a large amount of generally available hardware and seems a reasonable fit for a blocker:
