This really seems to be a blocker, violating: "The installer must be able to complete an installation using all supported interfaces. " https://fedoraproject.org/wiki/Fedora_41_Final_Release_Criteria#Installation_interfaces
because VNC is one of the supported interfaces.
I see now the bug is on tigerVNC right?
Ugh, I hate it, but, yeah -- definitely a blocker for Server. I'm not sure how important this is for other Editions, and I sure do wish we could release Editions separately. But, that fantastical idea aside...

Discussed during the 2024-10-24 Go/No-Go blocker review meeting [1]:
VNC installations are required to work as per https://fedoraproject.org/wiki/QA:Testcase_Anaconda_User_Interface_VNC criterion. While we do have workaround for the issue by disabling the mode-setting, it's not enough to take the criterion as fulfilled.
