I'm not sure this is quite a Beta blocker under the criteria (setting color profiles is a bit beyond the sort of stuff the criteria cover). But definitely:

For Final, I think I'd want to take this under "All elements of the default panel (or equivalent) configuration in all release-blocking desktops must function correctly in typical use" (we tend to consider this kind of 'desktop configuration' stuff part of the "panel (or equivalent) configuration"). I'm quite torn on this for Beta, because while system settings are not covered for Beta, just Final, and ICC is a niche use case, at the same time this completely breaks the user session, even after reboot, and it needs to be fixed through a VT.

I don't think we've had this situation before, but strictly going by the criteria, system settings are only covered in Final. Let's document the problem for Beta, if not fixed by then.
