We have no release criterion saying that the plymouth screen "must look good" or "must not change resolution". There were multiple Changes in the past trying to have a "flicker-free experience" (no mode switching, e.g. a resolution switch), but it only worked for select GPUs and select drivers, and even that got problematic lately - for example with Radeon cards, the latest drivers take too long to load, resulting in a black screen for a long time. Devs are working on improving it.
There's nothing broken with the OS, it's just not as polished as it could be. But that's not a release blocker by our current standards (would be nice if we were that far, but we're not).
