It seems emacs is not installed by default on any of our release-blocking images. Only emacs-filesystem is, which doesn't contain really anything. On that grounds, a freeze exception should really be unnecessary, even for CVE bugs, because updates-testing is enabled by default.

However, there might be possibly some Spin which contains it by default, and I don't know how to check that easily, so I guess it's easier to grant the FE than investigate this 🤷
although I do not see much difference in having a specific version of Emacs on the Beta media.
