A quick example: BetaBlocker +1 (where the tracker name is one of BetaBlocker/FinalBlocker/BetaFE/FinalFE/0Day/PreviousRelease and the vote is one of +1/0/-1)

The cited criterion is not violated:

There's another applicable criterion here:
https://fedoraproject.org/wiki/Fedora_42_Final_Release_Criteria#Storage_volume_resize

But from the bug report, it seems that the resize operation failed not because it wasn't requested properly, but because the filesystem wasn't in a clean state (which, in a default windows installation, it isn't, because of its fast startup feature).
