I believe the translation criterion is not applied correctly here. It mostly concerns technical bugs in code that would prevent displaying already localized strings. It doesn't say that the project must be fully translated, it doesn't say that all translations must be pulled at the very last moment, or day before release, or whenever. If we mandated that projects must pull translations and make a new build at time X, we would need to specify "time X", which we don't. For issues like this one, we have the freeze exceptions process.
