As stated on the Beta release criteria: "For each one of the release-blocking package sets, it must be possible to successfully complete a direct upgrade from a fully updated, clean default installation of each of the last two stable Fedora releases with that package set installed." https://fedoraproject.org/wiki/Fedora_42_Beta_Release_Criteria#Upgrade_requirements

There's no php* package present in a default F41 Server install, I just tested it. The upgrade to F42 proceeds without issues.

ohh really? I didn't checked that, I supposed from the comment at the ticket it was a package that comes with the iso. Sorry. I'll revert my blocker vote then.
