Being able to allow user to skip user creation does seem like a issue we should fix.

I did also think maybe a blocker but upon reading "Expected installed system boot behavior" that seems to imply it only needs to be presented. https://fedoraproject.org/wiki/Basic_Release_Criteria#Expected_installed_system_boot_behavior
However - "A system installed with a release-blocking desktop must boot to a log in screen where it is possible to log in to a working desktop using a user account created during installation or a 'first boot' utility." may apply here but I'd rather discuss further before voting on a blocker since technically the bug does indeed stop the user from logging into a working desktop.
